Newly Released Standards
Many of us operate our businesses under operational and quality management system standards. We always feel it’s important to keep our readers abreast on current new standards and revision of established standards. Depending on your specific business applications, the following have been published recently.
(1) AS 9103, Revision C, Aerospace Series – Quality Management Systems – Variation Management of Key Characteristics (KCs). This standard is primarily intended to apply to new parts and products, but can also be applied to parts currently in production. The standard shall be applicable to all production processes, that influence the variation of KCs, as well as maintenance processes in which KCs are identified. Producers and their subcontractors shall be responsible for flow down of the requirements of the applicable revision of this standard to subcontractors, who produce design characteristics, and for ensuring that KCs conform to customer requirements.
(2) AS 9131, Revision A, Aerospace Series – Quality Management Systems – Nonconformance Data Definition and Documentation. This standard defines the common nonconformance data definition and documentation that shall be exchanged between an internal/external supplier or sub-tier supplier, and the customer when informing about a nonconformity requiring formal decision. The requirements are applicable, partly or totally, when reporting a product nonconformity to the owner or operator, as user of the end item (e.g., engine, aircraft, spacecraft, helicopter), if specified by contract. The process of exchanging, coordinating, and approving nonconformance data varies with the multiple relationships and agreements among all parties concerned.
(3) ISO 10018, 1st Ed., Quality management — Guidelines on people involvement and competence. Provides guidance on engaging people in an organization’s quality management system, and on enhancing their involvement and competence within it. ISO 10018 is applicable to any organization, regardless of size, type, or activity. Written to support ISO 9001, this International Standard provides guidelines for human factors which influence people involvement and competence, thus creating value and the achievement of the organization’s objectives. It is targeted to leaders, managers, supervisors, quality practitioners, quality management representatives and human resources managers.
(4) ISO 21500:2012 provides guidance for project management and can be used by any type of organization, including public, private or community organizations, and for any type of project, irrespective of complexity, size or duration. ISO 21500:2012 provides high-level description of concepts and processes that are considered to form good practice in project management. Projects are placed in the context of programs and project portfolios, however, ISO 21500:2012 does not provide detailed guidance on the management of programs and project portfolios. Topics pertaining to general management are addressed only within the context of project management.
(5) ISO/TR 13587:2012 is concerned with three basic statistical approaches for the evaluation and interpretation of measurement uncertainty. The frequentist approach including bootstrap uncertainty intervals, the Bayesian approach, and fiducial inference are cited. For each approach, the basic method is described and the fundamental underlying assumptions and the probabilistic interpretation of the resulting uncertainty are discussed. Each of the approaches is illustrated using two examples including an example from the ISO/IEC Guide 98-3.
(6) ISO/IEC-TS-17022, 1st Ed., Conformity assessment Requirements and recommendations for content of a third-party audit report on management systems. ISO/IEC TS 17022:2012 contains requirements and recommendations to be addressed in a third-party management system certification audit report based on the relevant requirements in ISO/IEC 17021.

ISO 9001 & AS9100 Future Revision Alignment
In our prior August issue we discussed the future of the ISO 9001 standard revision coming in 2015. Work has also begun on an AS9100 standard revision aligned with the ISO 9001 revision.
The AAQG/AAQSC/G-14 Meeting took place in September in Denver, Colorado. Revision activities have started and a working group has been established to develop a NWIP (new work item proposal). ISO plans on publishing the newest revision to 9001 in late 2015 or early 2016. Preliminary information indicates that the revised standard will have a new 10 clause structure.
Re-write of AS9100
The AAQSC/ AAQG standards writing team will keep pace with the ISO 9001 re-write team. With the goal of releasing a revised AS9100 standard reflecting the latest ISO 9001 revisions close to or at the same time that ISO 9001 is released. Additional standards based on 9001 like AS9110 and AS9120 will require revision.
The AS9100 design spec has been developed and will be presented to the IAQG in Nagoya, Japan October 8-12, 2012 meeting. The design spec contains the following elements:
1. Schedule to coincide with the release of 9001 (2015/2016)
2. Purpose of the revision
3. Design Process
4. Decision making process
5. Structure of the standard
6. Draft preparation and control
7. Ballot and publishing process
8. References
9. Change evaluation tools
10. Guidance and training
Lessons learned from the Original AS9100 writing team
Make changes to existing requirements only if improvements are necessary, based on user experience.
- Be conservative in the adoption of any new requirements.
- Assure that the resultant standard will allow a common interpretation by organizations, customers and authorities.
- Coordinate with OPMT to determine the need for auditor transition training. With the goal of having training ready with the publication of the new revised standards.
- Develop guidance material prior to publication
The writing team plans to send out a survey monkey to all stake holders in the near future, which would include all companies, auditors, CB’s listed in OASIS. The intent of the survey will be to gain inputs from stakeholders regarding the current AS9100 and possible revisions. The survey format will be presented to the IAQG for approval at the October IAQG meeting to be held in Nagoya, Japan.

Improving Customer Satisfaction
The new ISO 10004:2012 standard provides guidance in defining and implementing processes to monitor and measure customer satisfaction. It is intended for use by organizations regardless of type, size, or product provided. The focus of ISO 10004:2012 is on customers external to your organization.
ISO 10004:2012, which replaces ISO/TS 10004:2010, is part of the ISO 10000 series of standards on customer satisfaction:
- ISO 10001:2007 provides guidance on codes of conduct
- ISO 10002:2004 (Corrigenda 1: 2009) covers complaints handling
- ISO 10003:2007 provides guidance on dispute resolution.
The information obtained from monitoring and measuring customer satisfaction can help your organization identify opportunities for improvement regarding strategies, products, processes, and characteristics that are valued by customers. Such improvements can strengthen customer confidence and result in commercial and other benefits.

IMTS 2012 Registration Reaches 100,200 Marking the Highest Show Increase Ever.
Results for the 29th edition of IMTS – The International Manufacturing Technology Show 2012 prove the continuing leadership of manufacturing in the overall economy as Show Management reports the strongest results in more than a decade. Hosting exhibitors and visitors from 119 countries, IMTS 2012, which ran Sept. 10-15 at Chicago’s McCormick Place, covered 1.248 million net square feet of exhibit space with 1,909 exhibiting companies. Total registration for the six-day event was 100,200, which is a 21.6% increase over 2010, marking the largest show-to-show increase ever for IMTS.

Automotive Industry Action Group (AIAG) Survey -New Automotive Metrics Needed.
The methods for measuring quality in the automotive industry are viewed as outdated and in need of replacement, according to the results of a new study detailed today by AIAG, a not-for-profit, member-supported organization that works with a wide range of global manufacturing companies and service providers to help them operate at peak performance.
The respondents believe the current measurement system favors tracking lagging quality issues, which can skew quality data and incorrectly guide decisions. They suggest replacing current quality tracking metrics with ones that identify leading indicators of quality, such as design and process. In the future, the most successful organizations will use the right quality measurement tools, effectively mitigate risk and have a culture that drives out fear.
